The standards have gotten lowered. Guaranteed if someone made a single framed movie with just those paragraphs up there, it would pass hands down.
The idea of a single framed movie was a completely new concept back in 2005 when the SS made "A BLANK SCREEN," And it BETTERED NG because it improved the voting system. Nowadays, it's not spectacular at all. I mean, a year ago I made a one framed movie with a googled picture of Evangelion. it passed with a 2.15.
I think it's because people like afro stud have tired the idea of a one frame movie. It's old now, and people think anything can pass. Which it can. If you have over 3 movies, you can get ANYTHING passed judgement, and it used to not be that way.
Back in my day, hard workin fellars like me had to WORK to get passed judgement, and it'd get something like a 1.65 even after the work! now these young whippersnappers don't have to follow very strict standards, so the viewers get the idea they don't have to be very good to get passed, their viewers do that, and so on and so forth.
It's snowballing downwards.

also.. don't worry about the crap submissions. one of the great things about newgrounds is the fact that absolutely anyone can put their movies up. the blam system seems to be geared entirely around judging whether people have made an "effort" on their movies, not whether its any good or not..
